The “development” of nations in Africa, Latin America, Asia, and the Pacific has cost billions of dollars and millions of working days over the last 50 years. Most organizations working in the development sector, though not all, are focused on reducing poverty. Some, notably the international financial institutions, have concentrated primarily on fostering economic growth at the macro-level in the hope that increases in wealth at the national level will eventually “trickle down” to reduce poverty throughout entire populations. According to this perspective, grassroots strategies for reducing poverty are seen as complementary short- to medium-term actions to macroeconomic policies. Contrarily, some NGOs and development organizations do not think that wealth will ever trickle down to people living in poverty, and instead see community development programs as a component of an alternative development strategy. Their work may include or excludes a commitment to gender equality. Inequality between men and women is examined in this book along with the complex relationships that exist between them. It demonstrates the value of incorporating gender analysis into all facets of development initiatives by illustrating how gender inequalities affect men’s, women’s, and children’s experiences of poverty. Contributors provide fresh insights into the effects of gender-blind development policies at all levels, including macro-level neoliberal restructuring, poverty reduction strategies, gender budgets, education, HIV/AIDS, globalization, and poverty in the North. They use examples from Peru, Sudan, Tanzania, Ghana, Togo, and the UK to illustrate their analysis and demonstrate how gender equality is an essential component of “development,” which must be incorporated into all initiatives aimed at reducing poverty.
